A pedophile agreed to be physically castrated after raping a 14-year-old girl and making her pregnant.

Glen Sullivan Sr., 54, of Springfield, La., pleaded guilty April 17 to four counts of second-degree rape and was sentenced to 50 years in prison by Judge William Dykes.

The Livingston Parish Sheriff’s Office launched an investigation into Sullivan in July 2022 after the teen told detectives he raped her “multiple times.”

It was later discovered that the girl had become pregnant and a DNA test proved that Sullivan was the father.

In 2008, a Louisiana state law was passed that states that if a man is convicted of certain rape crimes, he can be sentenced to chemical or physical castration.

“I felt this case was strong enough to warrant such action,” Assistant District Attorney Brad Cascio told WBRZ.

Physical castration, that is to say the surgical removal of the testicles, can only be ordered with the consent of the accused. Cascio said Sullivan’s decision was part of a plea deal.

The investigation further revealed that Sullivan “groomed” the girl and “used threats of violence against her and her family” to silence them, according to 21st District Attorney Scott Perrilloux.

Chemical castration occurs when a suspect is given a medication called medroxyprogesterone acetate, which reduces sex drives and suppresses testosterone production.

Physical castration also reduces a man’s testosterone production, according to the National Library of Medicine.

“I want to say that three people were subjected to chemical castration but, to my knowledge, this is the first physical castration to be ordered,” Cascio said.

The Department of Corrections is usually responsible for the procedure, although a Louisiana DOC spokesperson told WBRZ that physical castration is “very rare.”

“This must be done no later than a week before his release, so they can do it immediately or wait,” Cascio added.

That means Sullivan might not be castrated until a week before the end of his sentence, when he will be over 100 years old.

“Sex crimes against minors are the most malicious crimes we prosecute,” Cascio said.

“I intend to use every tool the legislature is willing to give us, including physical castration, to achieve justice for the children of our community.”

Sullivan's castration must be carried out

Sullivan’s castration must be carried out “no later than one week before his release.” Cascio said the DOC could do it immediately or wait until Sullivan is over 100 years old.

“A lot of these types of cases go unreported because of fear,” Perrilloux said.

“The strength it took for this young woman to speak the truth in the face of threats and adversity is truly incredible.”

Cascio said the girl then raised the child who is “alive and healthy.”

On Tuesday, the state proposed a bill allowing surgical castration of convicted sex offenders who commit a crime against a victim younger than 13 years old.

The bill, introduced by Baton Rouge Democratic Sen. Regina Barrow, would order the surgical castration of offenders who have committed an aggravated sex offense, according to WVUE.

Currently, the bill allows judges to order chemical castration of certain sex offenders.

“It’s something I know the impact it leaves on an individual when this crime is committed,” Barrow said.

“I hope that the individuals, when they testify, will be able to see through the aspects of the case and perhaps not condemn this person to surgical castration,” she added.

The Senate approved the bill by a vote of 29-9 and it was presented to the House.
