Virginia couple arrested after two children found chained inside their home

Wendi Del Cid Rodriguez, 46, and Franklin Viera Guevara, 29, were each arrested on two counts of child neglect, two counts of child cruelty and two counts of kidnapping.

Fairfax County police responded to an apartment in the 6700 block of Tower Drive in Groveton, Virginia, on Aug. 15 after receiving a report of suspected child neglect.

According to a complaint filed by Fox 5 DC, officers heard the sound of chains inside when they knocked on the door. After someone opened the door, officers observed a chain wrapped around a pole next to a cot and the two boys chained at the ankles.

Responding officers said the boys, aged nine and seven, had visible marks on their ankles that matched the shape and size of the chains.

Rodriguez and Guevara told investigators that they chained the boys by the ankle for short periods of time to “scare” them into leaving the house.

One of the boys had used a roommate’s cellphone to take a photo of his shackled ankle, court documents say. He then sent the photo to their sister, who called 911.

The roommate told police the boys were left unattended and tied up when the suspects were not home.

Rodriguez was released on bail and a preliminary hearing is scheduled for Oct. 2, while Guevara remains in the Fairfax County Adult Detention Center without bail. A bail hearing is scheduled for Wednesday for Guevara and a competency hearing is scheduled for next month.
