Malhotra was reportedly ill and was undergoing treatment at AIIMS Delhi, according to news agency PTI.
“Shri Vijay Kumar Malhotra Ji, a 93-year-old senior BJP leader, was admitted to AIIMS New Delhi, where he passed away on the morning of September 30, 2025,” AIIMS said in a statement.
Delhi BJP chief Virendra Sachdeva confirmed the leader’s death in a statement, saying, “With deep sadness, we must inform that senior leader of the Bharatiya Janata Party and the first president of the Delhi BJP, Prof. Vijay Kumar Malhotra, passed away this morning.
“His life has always been and will continue to be a source of inspiration for all BJP workers,” he said, adding that Malhotra’s life was an example of simplicity and was dedicated to public service.
Malhotra served five terms as an MP and two terms as an MP from Delhi, and held an important position in the party. He had also defeated former Prime Minister Manmohan Singh in the Lok Sabha elections held in 1999 from the South Delhi constituency.
His mortal remains were brought back to his residence from AIIMS.

PM Modi, other ministers offer condolences
Prime Minister Narendra Modi and other party leaders condoled the death of the leader.

“Shri Vijay Kumar Malhotra Ji distinguished himself as an exceptional leader, who had a very good understanding of the problems of the people. He played a vital role in strengthening our party in Delhi,” PM Modi said in a statement on X (formerly Twitter).
“He is also remembered for his parliamentary interventions. Pained by his death. Condolences to his family and admirers. Om Shanti,” he added.

He worked assiduously to strengthen our party in Delhi. Widely respected for his knowledge of the Indian Constitution, he was a seasoned parliamentarian who worked tirelessly among the people. In the meantime. BJP national president JP Nadda and Delhi Chief Minister Rekha Gupta arrived at Malhotra’s residence to pay their respects and meet the family.
