WITHDRAWAL OF THE UNITED STATES FROM THE WORLD
HEALTH ORGANIZATION
Pursuant to the authority vested in me as President by the Constitution and laws of the United States of America, it is ordered:
Section 1. Aim. The United States noted its withdrawal from the World Health Organization (WHO) in 2020 due to the organization’s mishandling of the COVID-19 pandemic in Wuhan, China, and other crises global health, their inability to adopt urgent and necessary reforms. its inability to demonstrate independence in the face of inappropriate political influence from WHO member states. Additionally, the WHO continues to demand unfairly high payments from the United States, far out of proportion to payments assessed by other countries. China, with a population of 1.4 billion, has 300 percent of the population of the United States, but its contribution to the WHO is nearly 90 percent lower.
Second. 2. Acts. (A) The United States intends to withdraw from the WHO. The presidential letter addressed to the Secretary-General of the United Nations, signed on January 20, 2021, by which she retracts the notification of withdrawal of the United States of July 6, 2020, is revoked.
(b) Executive Order 13987 of January 25, 2021 (Organizing and Mobilizing the United States Government to Provide a Unified and Effective Response to Combat COVID-19 and Providing United States Leadership in Health and Safety global) is repealed.
(c) The Assistant to the President for National Security Affairs will establish directions and coordination mechanisms within the National Security Council apparatus as he deems necessary and appropriate to safeguard public health and strengthen biosecurity .
(d) The Secretary of State and the Director of the Office of Management and Budget will take appropriate action, as soon as practicable, to:
(i) suspend the future transfer of any funds, support, or resources from the United States Government to WHO;
(ii) recall and reassign U.S. Government personnel or contractors working in any capacity with WHO; And
(iii) identify credible and transparent U.S. and international partners to assume necessary activities previously undertaken by WHO.
(e) The Director of the White House Office of Pandemic Preparedness and Response Policy will review, rescind, and replace the U.S. Global Health Security Strategy for 2024 as soon as possible.
Second. 3. Notification. The Secretary of State will immediately notify the Secretary-General of the United Nations, any other relevant depositary, and the leadership of WHO of the withdrawal.
Second. 4. Global system negotiations. While the withdrawal is underway, the Secretary of State will cease negotiations on the WHO pandemic agreement and amendments to the International Health Regulations, and steps taken to implement that agreement and amendments will not will have no binding force on the United States.
Second. 5. General provisions. (a) Nothing in this order shall be construed as impairing or otherwise affecting:
(i) the authority granted by law to an executive department or agency, or to its head; Or
(b) This Order will be implemented in accordance with applicable law and subject to the availability of appropriations.
(c) This order is not intended to and does not create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies or entities, its officers, employees. , or agents, or any other person.
