ODESSA, Ukraine—Ukrainian officials have encouraged residents of recently recaptured territories to evacuate, as the country attempts to ease pressure on its damaged power grid ahead of winter.
Vice Prime Minister Iryna Vereshchuk said on Saturday that evacuations from recently reclaimed territory in the southern region of Kherson would be voluntary and the state would pay transportation costs.
