Texas and Louisiana face rare ‘high risk’ flood threat

Relentless storms have dumped huge amounts of rain on parts of Texas, Louisiana and Mississippi in recent weeks. Today, the same region faces another round of heavy rains starting Thursday. Forecasters at NOAA’s Weather Prediction Center placed an area from eastern Texas to western Louisiana under a rare “high risk” Level 4 of 4 flood threat, calling it ” nightmare scenario.”
