The judge temporarily puts Trump’s last ban on Harvard foreign students: NPR

Washington – A federal judge Thursday evening temporarily blocked a proclamation of President Donald Trump who prohibited foreign students from entering the United States to attend Harvard University.

The proclamation of Trump, published on Wednesday, was the last attempt of his administration to prevent the oldest and richest college in the country from registering a quarter of its students, which explains a large part of Harvard research and scholarships.

Harvard posted a legal challenge the next day, asking a judge to block the Trump’s order and qualify them as illegal reprisals for Harvard rejection of the White House requests. Harvard said the president was trying to end the end of the court.

A few hours later, the American district judge Allison Burroughs in Boston made a temporary ban on Wednesday’s Trump proclamation. Harvard, she said, had shown that he would suffer “immediate and irreparable injuries” before she had the opportunity to hear the parties of the trial.

Burroughs also extended the temporary socket which she placed on the previous attempt of the administration to put an end to the registration of international students by Harvard. Last month, the Ministry of Homeland security revoked Harvard certification to welcome foreign students and issue documents for their visas, only so that Burroughs temporarily blocks the action. Trump’s order this week invoked another legal authority.

If Trump’s measure should survive this legal challenge, this would block thousands of students who should come to the Harvard campus in Cambridge, Massachusetts, for the summer and fall conditions.

“More than 7,000 Harvard F -1 and J -1 visas holders – and their dependent people – have become pawns in the government’s growing reprisals campaign,” Harvard wrote in a judicial file on Thursday.

While the case in court takes place, Harvard makes emergency plans so that students and researchers on visitors can continue their work at the university, said President Alan Garber in a message to the campus and the elders.

“Each of us is part of a truly global university community,” said Garber on Thursday. “We know that the advantages of bringing talented people around the world to be unique and irreplaceable.”

Harvard has attracted the most brilliant growing minds around the world, international inscriptions from 11% of the student body three decades ago to 26% today.

While these students are waiting to know if they will be able to attend the university, some are pursuing other options.

The increase in international inscriptions made Harvard and other elite colleges in a particularly vulnerable way to the repression of Trump against foreign students. The Republicans sought to force the revision of the best colleges in the country, which they consider as households of “alarm clock” and anti -Semitic points of view.

Garber says that the university has made changes to combat anti -Semitism. But Harvard, he said, will not move away from his “central and legally protected principles”, even after receiving federal ultimatums.

The Trump administration has also taken measures to retain federal funding from Harvard and other elite colleges that rejected requests from the White House linked to campus demonstrations, admissions, hiring and more. The endowment of $ 53 billion in Harvard allows him to resist the loss of funding for a while, although Garber warned against “difficult decisions and sacrifices.

But cutting students and visiting the researchers could the hamstrings of university research and global position.
