The great jury induced the county judge of Milwaukee after the prosecutors alleged that she helped a man to escape the ice

A great federal jury charged the County Court of Milwaukee’s County Court on Tuesday, Hannah Dugan, after having determined that there was a probable cause to bring charges against her in a current case.

Prosecutors allege that it has broken the federal law by helping a man escape the application of immigration last month.

It is charged before the American district court of the eastern district of Wisconsin for having obstructed or hampered a procedure, a crime and concealing an individual to prevent his discovery and his arrest, an offense.

Grand jury’s procedures are closed to the public. Tuesday’s indictment means that members of this great jury concluded that there was enough evidence to file a complaint against Dugan. This standard is lower than the need to prove someone’s guilt out of all reasonable doubts before guaranteeing a conviction.

“As she said after her unnecessary arrest, Judge Dugan asserts his innocence and is eager to be justified in court,” said Dugan’s lawyer on Tuesday evening, Craig Mastanuono.

An affidavit deposited by an FBI agent last month, Dugan led a man through a rear door of his courtroom, intended for jurors on April 18 so that man can avoid arrest by federal immigration agents. After the man left the courthouse, the agents continued him on foot and arrested him at a nearby intersection, according to the federal authorities.

This man was to appear in the audience room of the Dugan Milwaukee County on accusations of bad diamance in the state of battery linked to domestic violence. Affidavit alleys that man, whose name is Eduardo Flores-Ruiz, was illegally in the country. He indicates that the agents of the border patrol ordered him to be sent back to Mexico in 2013 and that he was expelled later.

There is no evidence “indicating that Flores-Ruiz asked or obtained authorization to return to the United States,” said the federal affidavit.

After learning that the agents with immigration and customs application appeared in his courtroom, Duggan became “visibly angry,” said Affidavit.

The Affidavit indicates that Duggan asked the agents if they had a judicial mandate, which is a mandate signed by the judge, and an agent told him that they did not do so. He indicates that an agent proposed to show him an administrative mandate, which is a mandate issued by a federal agency, for the arrest of Flores-Ruiz.

A deportation agent told the judge that he was “in a public space and had a valid immigration mandate,” said the Affidavit.

According to the prosecutors, Dugan ordered federal agents of the office of the county judge, where they went to discuss the policies of the courthouse involving arrests of ice.

While most of the agents had disappeared, the prosecutors say that the witnesses saw Dugan Escorte Flores-Ruiz and his lawyer outside the jury door. Dugan told the lawyer for Flores-Ruiz that he could appear before the court for his hearing via Zoom on a later date, according to an indictment document tabled on Tuesday evening at the Federal Court.

Dugan does not currently hear business in the county of Milwaukee. The Supreme Court of the State suspended it at the end of last month, citing the ongoing federal affair against it.

Federal authorities arrested Dugan at the Milwaukee County Justice Palace on April 25 and appeared before the court later in the morning.

She is to return to the American district court for a preliminary hearing on Thursday.

Since Trump took office at the beginning of this year, immigration and customs agents arrested several people in the Milwaukee County justice palace.

“The reasons for this include not only the fact that the police knows the location to which the desired individual should be located, but also the fact that the desired individual would have entered by a security control point and therefore not armed, minimizing the risk of injury to the application of the law, the public and the individual sought,” said the Affidavit of the FBI.

But the local leaders of the county of Milwaukee pushed the arrests of ice at the local courthouse, claiming that the presence of federal immigration agents discourages people from presenting themselves to hearings and to report crimes.

“When the Federal Immigration Application takes place in our justice palace complex, it sends families to hide, dissuades survivors from violence from asking the protection and discourage the tenants to assert their rights,” said the chairman of the board of directors of the County Milwaukee, Marcelia Nicholson, last month, before the arrest of Dugan.

On April 24, the Milwaukee County Supervisor Council approved a non -binding resolution indicating that the county “was firm in its opposition to American immigration and the application of customs (ICE) operating outside the limits of the law in and around the Milwaukee County Justice Palais.”
