San Leandro – The same criminal investigation that led the former mayor of Oakland to be charged with crimes spread to San Leandro, where city officials were ordered by the US prosecutor’s office to put numerous files in an apparent public corruption investigation.
The federal investigation, which seems to be playing in parallel between the two cities, became public in San Leandro on January 15, when federal agents made a descent into the house of the member of the municipal council Bryan Azevedo, a family known to the family at the center of the scandal.
From now on, city officials must submit files related to members of this family, notably the accused of father-son David and Andy Duong, as well as the Vietnais Business Association they have carried out and an affordable housing project that they tried to launch in the Bay region.
The flagship activity of the family is California Waste Solutions, a recycling giant which has waste management contracts with the cities of Oakland and San Jose.
In Oakland, the duo Duong is accused of having worked with an accomplice to bribe the former mayor Sheng Thao and his romantic partner, Andre Jones, so that Thao appoints handpickers on the steps of management and helping co-conspirators to access lucrative municipal contracts.
The summons to San Leandro, published on January 14 and obtained by this press organization on Friday, seems to follow the same investigation model. Thao, Jones and David and Andy Duong were charged on January 17.
Among the sought -after files are discussions between managers of the city of San Leandro, possibly declaring a state of local emergency on homelessness – the key mechanism said prosecutors, in a plot of duongs to grasp crucial public dollars for affordable housing.
AZEVEDO, a sheet of sheet of sheet which won the elections last year for a second term of the council, refused several times to comment on the FBI raid at his home, except to declare his innocence.
The resident of the fourth generation of San Leandro was friendly with Andy Duong, who personally courted Azevedo to join a delegation led by Thao in Vietnam in the summer of 2023 – a subject of interest in federal assignment.
The business trip was paid for by the Vietname American Business Association, a commercial group led by the Duongs, which also made a donation to the political campaigns of Azevedo.
Later, Azevedo was one of the multiple members of the Council who visited an exhibition hall of the Société de construction de Maisons des Duongs, Evolutionary Homes.
When the San Leandro municipal council voted last June against the declaration of a state of emergency on the homeless, Azevedo expressed one of the two dissident votes.
The assignment is looking for files related to employees of evolving houses, notably David and Andy Duong, Cesley Frost, Julie and Chris Wedge and Mario Juarez.
The last representative, Juarez, is referenced several times but is not appointed in the indictment of Oakland as the third co-conspirator who worked in close collaboration with the Duongs to establish evolutionary houses and suddenly suddenly Thao to promote the company for the contracts of the city.
A well -known political agent, Juarez had been charged by Alameda County Prosecutors of Fraud by check for crime for the sender he arranged to attack Thao opponents during the 2022 elections. But a judge rejected the Juarez affair last week, citing a lack of evidence.
Attempts to reach Azevedo and other San Leandro officials to comment did not succeed on Friday on Friday.
It is a story in development. Come back for updates.
