Who you know, not what you know
A large part of the dissatisfaction among the staff is due to a perceived favoritism, a chronic bug of many EU institutions. More than three -quarters of the investigation participants said he knew the right people who venture to the ECB, while only a third said that career progress was motivated by performance.
Above all, the share of those who do not believe that the ECB promotes the most competent people has increased in the last decade, going from 39% to 72%.
IPSO conducted its investigation between February 26 and March 14 as a situation report following an investigation carried out by the ECB 10 years ago.
“Overall, the situation has deteriorated considerably on all fronts,” said the IPSO, pointing to higher stress levels due to the workload in parallel with the lack of transparency on hiring and promotions.

Following the 2015 survey, the ECB created the role of the Director of Services in 2016 as an interface between staff and the executive council, the twin objectives to soften the workload for the board of directors and to improve personnel relations. However, IPSO said that his investigation has shown that it had turned badly. More than two -thirds of the respondents said they had a weak or no confidence in the current CSO, Myriam Moufakkir, while 66% said they did not trust the honesty of the ECB on HR.
“They wanted to improve the satisfaction of staff by creating this special role,” said the chairman of the staff committee and member of the IPSO board of directors, Carlos Bowles. “What happened in place is that they cut our access to the board of directors and the access to the council to the staff.”
