Countries will be able to contribute a military kit or species. Their financial contribution will be proportionate to their gross national income, said one of the diplomats.
A major military aid package would provide a tangible exposure to the determination of the EU to support Ukraine after an emergency meeting of Paris leaders has failed to make concrete decisions. The EU was released from talks between the United States and Russia to end the war, causing dismay in EU capitals as well as kyiv.
A boost of military support could help Ukraine to reconstruct its armed forces, to retain Russian attacks on the front line and to protect its cities against air attacks while kyiv is preparing for peace talks. He can also strengthen the EU’s argument to be included in talks, the first round between US Secretary of State Marco Rubio and Russian Foreign Minister Sergey Lavrov, ended in Riyad out on Tuesday.

EU diplomats still explain the details of the aid package, which was requested by the European external action service, the Bloc Foreign Affairs Branch. It remains to be seen if the EU as a whole would approve it or if the agreement would be supported by a coalition of voluntary countries. One of the diplomats said that unlikely approval was unlikely, given the opposition of Hungary.
