The Office of the Prosecutor of the City of San Diego is looking to close a Barrio Logan massage fair accused of engaging in prostitution.
The city’s prosecutor, Heather Ferbert, asked for an injunction against green massage, its owners and operators and Harbor Point Associates, owner of the shopping center where the living room is located on Main Street west of the 32nd street, just outside the San Diego naval base. The complaint allegedly alleged that the show was a hub for prostitution whose customers included members of the navy service.
The city’s prosecutor requests the closure of the show and the fines of $ 2,500 per violation, per day of the law on reducing red fires, violations of public nuisance and unfair business practices.
“This case is not only to close an illegal business, it is a question of protecting vulnerable people from damage and exploitation,” said Ferbert in a statement.
Nicholas Carter, a special agent in charge of the Southwest Field Office, said that the company “was a threat to the security and well-being of the American navy”.
On Friday, an attempt to reach the green massage by phone failed.
The show is under investigation by the San Diego police service and the Navy Criminal Investigative Service since 2022, agencies receiving complaints concerning on -site activities.
“By investigating these complaints, NCIS staff conducted surveillance operations at the Green Massage SPA and observed several men, supposed to be members of the military service in active service, entering and leaving the establishment at short intervals,” said Ferbert in the complaint filed before the Superior Court of San Diego.
San Diego and NCIS police infiltration agents carried out several bite operations in the living room between 2022 and 2024 during which the agents pretended to be customers and would have offered sexual acts in exchange for money by employees.
The operations led to multiple arrests and quotes, but in a case, the employee lacked from the living room by a rear door and was not located.
Investigators also found advertisements, criticism and other publications on the online show and found indications that people were in the living room, including beds, kitchen and kitchen supplies, according to the complaint.
In March 2023, the city prosecutor’s office sent Harbor Point and the show asked for letters to stop activities to the places. Harbor Point and one of the owners of the show, Zi L Guan, both declared that they had received the letters, according to the complaint.
In an email response to the city prosecutor’s office, Guan apologized “for the prostitution activity that takes place on the scene”.
“Guan said that he would eliminate prostitution activity by taking charge of the company’s daily operations, hiring approved workers and forming employees,” said complaint.
After that, in October 2023, the San Diego police and the NCIS carried out a bite operation during which “the employee made a gesture that the officer interpreted as an offer to engage in sexual activity”.
“This type of business has no place in our neighborhoods,” said San Diego police chief Scott Wahl in a statement.
