The Carlsbad planning commission recommended approval on Wednesday for a mixed 23-storey project in the downtown district of the downtown, despite the concerns that no parking lot is provided for the five retail tenants and two office suites in the building.
The site at the northern end of Roosevelt Street near Laguna Drive is next to a park of caravans, near other residential buildings, restaurants and a few houses from the subtracal station. The developer, manufacturer Investments in Carlsbad, has carried out other successful projects in the village and in Oceanside.
Two Reunion speakers expressed their concerns about the project, although the two said they liked the overall conception.
“My biggest concern is parking,” said Craig Ryall, a village resident, to the Commission. “Each part of the village is unique and has its own challenges, but rue Roosevelt in particular is difficult. There is hardly a time when you have no parking problem. ”
Several companies have no dedicated parking and more development will soon arrive in the neighborhood, he said.
“In general, we must understand how to solve the parking problem,” he said.
The founder of Fabric Investments, Brendan Fote, said that parking on the half-acre site is constrained by the small size of the lot and a requirement to include a fire route. However, parking is available nearby in places such as the station, which has hundreds of free parking spaces and is a 10 -minute walk from almost everywhere in the village.
“I see a change in behavior in the village,” said Fote. “People are more ingenious. They park at two houses of houses and walk. We are fortunate to have a fairly flat topography and a nice system of … streets with sidewalks on both sides. ”
Another downtown resident said that the colors offered by the building, which include bright red and dark green, would not correspond to the surrounding buildings. Fote replied that the colors are not final and that his business is ready to consider other suggestions.
“We care about design a lot,” said football. “Everything will be very thoughtful and a variety of material choices.”
The commission voted 4-0, with three absent members, to recommend the approval of the CARLSBAD municipal council at a meeting later this year.
“We need accommodation,” said Commissioner Dave Hubinger. “The applicant fulfilled all the requirements. They did a great job with the project. We should stay in our way and not throw a little whistling in the parking lot. ”
A two -storey commercial office building and a parking lot on the site will be demolished.
The ground floor of the new building will have five commercial tenants, a main entrance and a hall and a parking lot closed at 24 spaces for residents.
The second floor will have two office suites and 10 apartments, and the third floor will have 13 apartments, including four with additional rooms on the fourth floor.
Two of the apartments will be dedicated to very low -income residents and two will be intended for moderate income residents, who qualified the density bonus project of 50% of the State. The developer has also requested derogations for the city’s requirements, including the reverse, the height limit and the parking dimensions.
The other Carlsbad Investissements’ Carlsbad projects include the young and pretty restaurant building on State Street and the nearby State Street Commons, which is the old renovated ancient shopping center to become a retail mixture with a coffee, a restaurant and small stores.
