Xinhua, the official news agency, lamented that Mr. Trump’s policies had become more “unilateral and hegemonic.” He cites a Cuban scholar who says the president’s abrupt reversal from his predecessor’s policies has weakened America’s “national credibility and international reliability.” A Mexican academic, quoted in the same article, complained about America’s growing expansionism.
