Texas Vehicle Inspection Law Changes in 2025

It should be noted that annual emissions inspections are still mandatory in major metropolitan areas, including 17 counties.

HOUSTON — Changes are coming to Texas drivers. In less than six months, motorists will no longer be required to undergo an annual vehicle inspection.

As of January 1, 2025, non-commercial vehicles will no longer require a vehicle safety inspection before registration, according to the Texas Department of Public Safety. However, all non-commercial vehicles in the state will be subject to a $7.50 inspection program replacement fee. This fee will be added to your total when you register your vehicle with the Texas Department of Motor Vehicles.

The DPS said new vehicles purchased in Texas that were not previously registered in Texas or another state must pay a $16.75 initial inspection program replacement fee to cover two years.

As for commercial vehicles, they will still have to obtain a safety technical inspection in all counties. Since they will have to pay for this technical inspection, commercial vehicles will be exempt from the inspection program replacement fees.
