The “renovations” are finished – at least for the moment.
Friday, the Los Angeles municipal council voted from 12 to 0 to temporarily prevent owners from avoiding tenants in order to renovate their properties.
THE provisional orderwhich lasts until August 1, was designed as a stopgap while the city explores permanent legislation for tenants to maintain their rental when the owners implement substantial renovations.
Under previous rules, substantial renovations – including structural, mechanical or plumbing work – were a “Just cause” To expel a tenant.
The prescription also applies retroactively, except the expulsions based on the renovation which were pending before the vote took place.
This is a victory for the defenders of the tenants, who argued on Friday that the substantial renovation clause is an escape which allows owners to launch long -term tenants to increase rents under the cover of property improvements.
“There are tenants here today who will be expelled if it does not pass as amended,” Chelsea Kirk, director of non -profit strategic actions for a just economy on Friday.
It is a blow for the owners and the promoters, who claim that the order connects the hands of the owners and prohibits them from modernizing the aging housing of the city.
