For months, a man has harass residents of the cities of South Bay beach with offensive remarks and a vulgar language while turning altercations and publishing videos on social networks.
The troubles upset the residents, which prompted complaints to the local police who have had little appeal because his speech is protected by the 1st amendment and no victim manifested.
Thursday, Hermosa Beach police announced a resolution to the problem of the unusual community: the man was placed on a mental health that could keep him out of the street for 48 hours or more.
The man, whom the police refused to identify, was recently spotted by publishing videos at Hermosa Beach Pier, in the neighboring streets and in some cases in companies, as women approach, to “vulgar language and vulgar insufficiency”, according to the authorities.
On Wednesday, the Hermosa Beach police department received many calls for a person who was live on Instagram from the Hermosa Beach Pier Plaza zone and Pier avenue around 1:45 p.m.
“The videos that the person was live included offensive and frankly disgusting content,” said Hermosa Beach police chief Paul Lebaron. “This person was trying to request reactions from passers -by and the community as a whole who saw the videos after being published.”
When the police arrived at the pier, the man had gone and no one identified himself as a victim of a crime.
The videos that the man published online showed that he was trying to provoke a reaction, but “none of the videos represented a crime that we were able to pursue without a victim that was targeted,” said Lebaron.
Around 3 p.m., the police service received another series of calls concerning a disturbance similar to the Pier Plaza.
On Instagram, almost at the same time, the same man was shown live until someone apparently removes his phone and the live flow ends. We do not know who took the phone or what happened to him, however; Managers are investigating the loss of the phone.
Police said that a group of citizens had surrounded the man of Pier Plaza and that agents who responded had been able to intervene.
Once again, no victim has come forward and the agents who responded could not take any application measure.
The man finally left the area.
Early Thursday morning, the same man had an interaction with the Redondo Beach police and was taken to the hospital, where he was detained for a mental health assessment.
Mental health titles are generally 48 hours but can be extended depending on the case, officials said.
“If he chooses to return to Hermosa Beach, our officers know who he is”, and can contact the mental health and mobile crisis response team, HB Cares, said Lebaron.
The Redondo Beach and Manhattan Beach police services also had contacts with the same man causing similar disturbances in their communities.
“Their investigations have also shown that no crime has been determined and that no victim intensified to say that there were crimes according to their interactions with that person,” said Lebaron.
The police chief said he knew that community members are frustrated that man cannot be arrested for harassment.
“The short answer is discourse, even the vulgar and disgusting discourse that this type uses, is protected by our constitution,” he said. “There is no real crime of harassment, and if there was one, we will certainly apply it.”
On the basis of cinematographic interactions, if a victim manifested himself, the man could be the subject of an investigation to fight or cause a fight, deliberately and deliberately disturbing another person or pronouncing attacking words likely to provoke immediate violent reactions – all the offenses which, according to the police, are target crimes and would not lead to a prison sentence.

“What we really want to avoid or encourage people to avoid is this vigilance mentality that (the community) needs to take charge in hand,” said Lebaron. “It doesn’t help.”
