Earlier this month, city administrators were forced to remove traffic lights from a busy intersection and replace them with stop signs after the electrical boxes that controlled the traffic signals were tampered with. several times and that copper was stolen there.

The owner of an auto repair shop on the corner of the intersection, Tam Le, said the city was signaling that it was “abandoning us” by putting up stop signs.
