Serbia, Kosovo reach agreement on implementation of peace plan, says EU’s Borrell – Reuters
Kosovo and Serbia reached an agreement late Saturday on implementing an EU-backed deal to normalize relations, EU foreign policy chief Josep Borrell said.
“We have an agreement”, Borrell tweeted late Saturday after 12 hours of talks between Serbian President Aleksandar Vučić, Kosovar Prime Minister Albin Kurti and EU officials in Ohrid, North Macedonia.
“Kosovo and Serbia agreed on the implementation annex of the agreement on the way to normalizing relations,” Borrell said. “The parties are fully committed to honoring all articles of the agreement and to implementing their respective obligations promptly and in good faith.”
In a separate statement, Borrell said the deal “should become an integral and binding part of the parties’ respective European pathways.”
The two leaders held separate meetings with Borrell before a three-way session. The two sides had agreed the underlying deal in Brussels last month.
Despite Borrell’s announcement, Serbian Vučić said the sides did not agree on all points, Reuters reported. “Despite the differences, we had a decent conversation,” Vučić said at a press conference.
Kosovo’s Kurti said, “This is a de facto recognition between Kosovo and Serbia,” according to the Reuters report.
Kosovo and Serbia have been in EU-backed talks for nearly a decade since Kosovo declared independence in 2008. Serbia still views Kosovo as a breakaway state and flare-ups between the two have fueled concerns about a return to conflict.
