Today, the United States sanctions financial facilitators, supply agents and companies operating within the framework of an illegal finance network supporting the Houthis. In coordination with the Houthi financier supported by Iran, Sa’id al-Jamal, the network of actors today provided millions of dollars in basic products from Russia, including weapons, double-use materials and stolen Ukrainian grains, for shipping to areas controlled by Houthi in Yemens.
The people designated today include two Afghan brothers based in Russia who helped Sa’id al-Jamal to orchestrate stolen Ukrainian cereal expeditions in Yemen.
To counter the illicit efforts of Houthis to obtain weapons, double-use materials and stolen products, the United States has also identified eight digital asset portfolios used by the Houthis to transfer funds associated with group activities.
The United States is determined to eliminate the capacities and resources of Houthi supported by Iran to carry out attacks against our soldiers and naval assets, while ending its ability to threaten the security of the United States and our partners.
Today’s measures are taken under the Executive Decree of Counterterroism Authority (EO) 13224, as modified, and relies on previous actions targeting agents and providers of Houthi arms supply. For more information, today’s designation can be found on the Recent actions | Office of foreign assets control Web page.
