Russia’s Two-Stage Ukrainian Grain – WSJ

If anyone thinks Russia has changed its war aims in Ukraine, Saturday’s missile attack on Odessa says otherwise. The missiles struck a day after Moscow and Kyiv agreed to funnel Ukrainian grain through Russia’s Black Sea blockade.

Friday’s agreement follows months of talks brokered by the United Nations and Turkey. UN Secretary General António Guterres said that “all parties have made clear commitments on the world stage to ensure the safe movement of Ukrainian grain and related products to world markets”. The agreement includes commitments that neither party will undertake attacks on port facilities, merchant ships or civilian vessels used to transport grain. So much for that.
