Oceanside confirms the approval of the affordable housing project by Park Olive

The Oceanside Municipal Council refused residents to overthrow approval by the 199 -displayable apartment planning commission for a vacant property near the College Boulevard Sprinter station.

Many opponents of the project live on Olive Drive, a short rue du Boulevard College, which will provide the only access to the apartments. Many of them have pushed to the city to demand that the developer include a second road access route called Olive Park Apartments.

“We believe that this is something that should be examined,” said Meg Ley, an Olive Drive resident representing the Miracosta Nighbors group for responsible development.

The project will also add traffic to the already congested Boulevard College, said Ley. She and others said they had trouble spending from olive to university at the busy periods of the day, and that more cars will increase the danger for residents and emergency vehicles.

The developer, Brian Mikail of Capstone actions, said that the possibility of a second access route had been studied.

Any second access point would not be practical for a number of reasons, he said. Among them, it would be necessary to buy additional private property and build a bridge through the railway of the county district of North.

Mikail said that his business had worked with the city and residents nearly three years on the proposal, which respects or exceeds all applicable city and state standards.

The Oceanside planning commission unanimously approved the project on January 27 and residents appealed on February 6. The municipal council unanimously rejected the appeal on Wednesday.

The project was reduced at least twice compared to previous proposals.

A preliminary plan presented to the city in 2023 provided up to 400 apartments only of the elderly in what was then called Oceanside Trolley Place. This was reduced to 282 apartments in a project of an environmental impact report filed with Oceanside Building officials in October 2023, then to 199 apartments at the end of last year.

On June 6, 2024, the municipal council authorized the use of up to $ 6 million from affordable housing funds for the project.

The complex will have two buildings with a combination of apartments of one, two and three bedrooms on less than 11 acres of the 43.5 acres package. Most properties, including too steep parts to rely, will be kept as an indigenous habitat.

Development will include a public gateway at the nearby Sprinter station.

NCTD Sprinter Hybrid Sprinter Hybrid railway began the service in 2008 and has 15 stations on its east-west route between Escondido, San Marcos, Vista and Oceanside.
