The number of building permits issued in France stood at 471,000 in 2021, more than in 2019, before the pandemic, according to figures released this Friday by the Ministry of Ecological Transition.

We have to go back to August 2018 to find more building permits issued over 12 months. The number of housing starts was 386,700, slightly less than in 2019.

Compared to 2020, a year marked by two confinements which significantly slowed down activity, authorizations rose by 18.9% and construction sites started by 10.7%.

In 2021, building professionals are having difficulty absorbing the upturn in activity, due to rising material costs and supply difficulties. Some have had to delay or postpone their construction sites, indicated Thursday the Capeb, the employers’ union of the sector.

+31.2% in Brittany

New real estate was driven by individual houses, with 211,800 building permits for houses and housing estates, much more than before the health crisis. But the construction sites are struggling to keep up.

Collective housing (259,200 building permits, 225,000 housing starts) emerged from the hole caused in 2020 by the confinements, but remains below their pre-crisis levels.

By region, building permits experienced the strongest growth compared to 2020 in Centre-Val de Loire (+34.5%), Brittany (+31.2%) and Corsica (+27.4%). New Aquitaine (+12%), the overseas departments and regions (+12.1%) and Ile-de-France (+13%) are the most struggling.
