Since the draft of the 2019 NBA, the format has ensured that the team which ended the regular season with the worst record does not receive lower than the fifth choice of this summer draft.
The current system guarantees that the teams with the three worst regular season records are each have 14% chance of winning the n ° 1 choice.

How does the lottery work?
The NBA describes the lottery process with several phases. The drawings determine the first four choices of the NBA draft. The rest of the lottery teams will select the five to 14 positions in the opposite order of their records at the end of the regular season.
Fourteen ping-pong bullets counted one at 14 are placed in a lottery machine and mixed for 20 seconds. The first ball is then deleted. The remaining bullets are mixed in the lottery machine for an additional 10 seconds, then a second ball is deleted. The balls are mixed for another 10 seconds, then a third ball is removed. There is another mixture of 10 seconds, then the fourth ball is deleted.
There are 1,001 possible combinations when four balls are taken from 14, regardless of their selection order. Before the lottery, 1,000 of these 1,001 combinations are assigned to the 14 participating lottery teams. The team that has been assigned to the drawn combination will receive the choice n ° 1.. The same process is repeated for choices n ° 2 to n ° 4.
A representative of the Ernst & Young accounting firm oversees the entire process. No part outside the room is informed of the results of the lottery before the envelopes are opened during the television broadcast.
