Subject: Mexico City’s policy
I reveal by the present the presidential memorandum of January 28, 2021, for the Secretary of State, the Secretary of Defense, the Secretary of Health and Social Services and to the Administrator of the American Agency for International Development ( Protection of women at home and abroad), and reintegrate the presidential memorandum of January 23, 2017, for the Secretary of State, the Secretary of Health and Social Services and to the Administrator of the American Agency for International development (Mexico City Policy).
I direct the Secretary of State, in coordination with the Secretary of Health and Social Services, insofar as the law is authorized, to implement a plan aimed at extending the requirements of the memorandum reinstated in the world aid on The health provided by all departments or agencies.
I also indicate the Secretary of State to take all the necessary measures, to the extent permitted by law, to ensure that the dollars of American taxpayers do not finance organizations or programs that support or participate in management of a coercive or involuntary sterilization program.
This memorandum is not intended to create and create a right or an advantage, substantial or procedural, enforceable in law or equity by a party against the United States, its departments, agencies or entities, its officers, employees or agents, or any other person.
The Secretary of State is authorized and responsible for publishing this memorandum in the Federal Register.
