Massachusetts suspect Jorge Luis Castro-Alvarado arrested on rape charges, ICE says


A 28-year-old migrant on the run has been arrested and charged with rape after being released by a state court despite his violent criminal record.

In a statement released Friday by the Boston, Massachusetts, field office, U.S. Immigration and Customs Enforcement (ICE) announced the arrest of Jorge Luis Castro-Alvarado. He was arrested in Lynn, Massachusetts, on August 1.

The Boston branch of ICE’s Enforcement and Removal Operations (ERO) said the migrant “entered the United States illegally before traveling to Massachusetts and allegedly assaulted a local resident.” The Guatemalan immigrant entered the United States without being inspected, admitted or paroled, according to ICE.

Authorities have not yet determined exactly when or where Castro-Alvarado first entered the United States. In February, the Boston ERO filed an immigration arrest warrant against Castro-Alvarado after he was arrested for battery on a family or household member.

The migrant was later convicted of assault and battery and sentenced to 18 months in prison. Lynn District Court later reduced the prison sentence to six months.

According to ICE, Essex County Superior Court indicted Castro-Alvarado on two counts of rape and assault and battery on a person over the age of 14 in April. In defiance of ICE’s order, the court then released the suspect on bail without notifying immigration officials.

“Essex County Superior Court released Castro on bail without notifying the Boston ERO, despite an active immigration arrest warrant,” ICE reported. “The court imposed several conditions on Castro’s bail, including a requirement to undergo GPS electronic monitoring before releasing him into the community.”

“Castro posed a significant threat to members of our community,” Todd M. Lyons, ERO Boston field office director, said in a statement. “ERO Boston will continue to prioritize public safety by apprehending and eliminating non-citizen threats in our New England neighborhoods.”
