(CNN) – President Donald Trump’s speech to a joint congress session on Tuesday evening will act as an extension – and an explanation – of the rapid change which he triggered in just 44 days of his new mandate.
He will face his most general public to date while he pushes the Republicans of the Congress, who have close majorities, to transform his program into law – whose result will greatly contribute to shaping the success of his presidency.
The Republicans have largely joined the president, but there were first cracks in parties unity on some of the actions of the administration to reduce government services and Rétif Rhetorique de Trump towards Ukraine. Late Monday, Trump paused military aid to Ukraine, which could raise concerns in some corners of the GOP, even if many Republicans praised Trump for the confrontation of the oval office last week with Ukrainian President Volodymyr Zelensky.
Trump’s speech also arrives on the same day as its prices threatened against Mexico and Canada should come into force – whose promise has sent actions falling on Monday and has made an alarm among some GOP senators on the impact on their states.
The White House announced Monday evening that “the renewal of the American dream” is the theme of the speech.
“Tomorrow evening will be big,” wrote Trump on social media on Monday. “I’m going to say it like that.”
Here is what to monitor at Trump’s first address at the congress of his new administration:
After having become the first Republican in two decades to win the popular vote, Trump is now facing pressures to hold on campaign promises, such as lower prices.
His party has full control of the congress, but given the speed with which political winds can change in Washington, Trump advisers have made speed their priority by pushing his program – targeting the two -year window before the mid -term elections of 2026.
Trump himself took a lesson from his first mandate – he does not expect the perfect time to execute his promises. Instead, he signed executive orders almost every day, sometimes deciding only in the report of the signature.
A Trump advisor said that a goal of the president’s speech would be to link his burst of early moves to the lives of average Americans. Trump will probably address his plan to reduce prices, although the specific contours of his speech are still meeting on Monday.
Since his entry into office a second time, Trump has supervised a dramatic remodeling of the federal government, a large part of the Ministry of Elon Musk Elon.
The richest man in the world, who has become one of Trump’s most visible and influential advisers, will be in the house’s room for speech, a white house official told CNN, and will be considered a leading example of the rapid administration action to change Washington.
Whole agencies – which would send their priorities to the White House to be included in the speech – have been emptied in the new Trump era. Tens of thousands of federal workers have lost their jobs.
Not all Republicans are fully on board. Some legislators have been bombed with telephone calls and voters in town halls that are angry with the dramatic cuts of the federal government.
The president’s address intervenes in the middle of the disagreement of the Républicains of the Chamber and the Senate on how to implement a budget that aims to reduce spending, to protect Social Security and to make permanent tax reductions for Trump’s first mandate.
He is about to rally the Republicans behind his program, said the advisers, without offering specific advice on how to reach it.
The president of the room, Mike Johnson, who will sit behind Trump’s left shoulder, proved more than willing to welcome the president’s whims.
“There is no daylight between the Republicans of the Chamber and the Republicans of the Senate,” Johnson told CNN. “We all have exactly the same idea and the same mission and it is to deliver the first program to America.”
Trump’s speech will be strongly focused on his national program, said an official at CNN, Trump having previewed his basic policy proposals for the next four years.
However, one of the main areas of interest is the way the president uses the World Stadium to approach wars abroad, in particular between Russia and Ukraine – and the way he adopts a difficult line against Ukraine after having stopped aid.
Trump has rejected decades of Orthodoxy from American foreign policy, looking for new agreements with countries like Russia – while other allies like Ukraine are left like collateral damage. The foreign ambassadors who usually attend the address rushed to explain the modifications to their capitals.
Only a year ago that the leaders of the Biden administration tried to bring Olena Zelenska, the wife of the president of Ukraine, in Washington as guest in the speech of the union state in 2024 (she could not do so, citing the conflicts of schedule). Trump’s address comes four days after Trump castigated her husband in the Oval office.
Trump said one day before the speech he would tackle the Ukrainian situation.
“Well, I will let you know. We make a speech, you have probably heard of it, tomorrow evening, so I will let you know tomorrow evening, “he said on Monday when he was asked if he thought that the mineral agreement with Ukraine was dead.
In 2020, Trump’s rivals felt embarrassment. After her speech that year, the speaker of the time, Nancy Pelosi, could be seen on the camera by tearing a copy of her speech.
An open question this year is how democrats react in the room. Party leaders are still rushing to settle on a message and a plan to find out how to present a counterweight to Trump, aware of the radiography that Democrats took during the November elections.
The party has hit the first -year senator Elissa Slotkin of Michigan to deliver official refutation, an often ungrateful task that can still raise the profile of a junior politician. Former CIA analyst and member of the American house, Slotkin won Michigan last year at the same time as Trump carried the state.
Still the television show, Trump has long relied on an element of surprise for his addresses in prime time at the congress.
While the president’s editorial team worked on several sketches, Aid said on Monday that Trump had spent a short time on the address – apart from a few theatrical moments which are intended to resonate with the public on television and inside the house of the house.
Unlike Trump’s first term, the best adviser Stephen Miller did not take the lead in the development of this speech, leaving the task to other speeches. However, the other senior aids of Him and Trump will all be involved in changes before Tuesday evening.
Trump is expected to take a victory tour, praising his victory in the elections – something he supports gave him a mandate to promulgate a change of change, despite his relatively low margin – as well as to rent what a senior White House official called the “success and achievements” of his first six -week in power.
