The photographer who witnessed the incident in which mounted border patrol officers attempted to check Haitian migrants crossing the Rio Grande last week said he had never seen officers whipping who whether it be. His photographs have led to unfounded claims from many officials, including President Joe Biden, that officers whipped or “tied” migrants with whips.
In an exclusive interview with KTSM NBC9 in El Paso, photographer Paul Ratje said he “had never seen them (the agents) whip anyone.” “He was swinging it (the reins), but I didn’t really see him whip anyone with it.”
Ratje said the incident occurred when Haitian migrants attempted to run around the horses. He took the famous photos that were “really misinterpreted” of the Mexican side of the river.
Among those who apparently misinterpreted the footage is the President of the United States. “To see people treated the way they did, horses run over them and people tied up is outrageous, I promise you these people will pay,” the president said at a press conference on Friday.
A day earlier, the White House announced a policy banning the use of border patrol horses in the Del Rio area. “[W]We will no longer use horses in Del Rio, ”White House press secretary Jen Psaki told reporters at the daily briefing.
Vice President Kamala Harris has also turned on border patrol officers who are currently under investigation. “I was outraged,” the vice president told ABC’s “The View”. “It was horrible and deeply disturbing. There is now an ongoing investigation that I fully support, and there must be consequences and accountability. “
The US Border Patrol’s mounted patrol units have a long history of rescuing migrants in remote and dangerous terrain all along the southwest border.
