A common path
The scale of the valence region’s reconstruction challenge is great.
According to Mayor Silvent, certain infrastructure – such as the Catarroja indoor pool and the police station – should be rebuilt on higher land, while buildings like the auditorium will be rid of water -fired and renovated elements to make sure that anyone trapped inside can quickly move towards safety.
“We must also understand how to move the machines that come out the town hall outside the basement and sort the underground archives,” she said. “It is a miracle water that does not inflict there this time. If that was the case, we would have lost priceless documents, our history. ”
Silvent noted that the reconstruction process would need to accept that certain buildings are not restored. “There was a time when each city of this region asked to have its own theater, sports center, swimming pool,” she said. “Now we think we may agree with travel in the neighboring city facilities and that their residents use ours.”
The biggest challenge, however, will be a private property in the most vulnerable areas in the city. Until now, the Silvent government has decided to cancel all the construction permits not approved for the most risky sites and is in the process of developing regulations to ensure that the new buildings are designed to manage the floods. He also tries to recover the lands of the Horta Sud, a large area of agricultural land which has historically helped absorb water during extreme weather events.
“These are land that recently bought not because they wanted to cultivate food, but because they wanted to engage in real estate speculations. We want it because reactivation will give us access to local and healthy foods, and because we know that irrigation channels can help us evacuate water in future crises, “she said.
