“The members who appear on the list of speakers and do not get informed of their absence in the plenary will no longer be priority for the time to speak in the next 6 months,” reads the document, threatening the legislators included on a so-called blacklist if this happens several times.
In addition, the EPP follows attendance. The legislators who do not arise for the allocated speaking times will be left without speaking times during the next plenary session, according to the document.
To ensure discipline, the EPP verifies the voting registers of the legislators against the political orientation of management.
