Hamas refuses to accept an agreement based on Witkoff’s proposal, despite the agreement of Israel to the agreement, the Prime Minister’s office said on Tuesday evening.
“Israel accepts the American proposal for the return of hostages, which is based on Witkoff’s framework,” the statement said. “This proposal has recently been transmitted to Hamas through mediators, but so far, it continues to cling to his refusal.”
The press release confirmed that higher level negotiators will return to Israel, while a work team will remain in Doha.
The Jerusalem post have reported that the remaining team of Doha remains to show that Israel is always willing to make efforts to conclude an agreement.
However, Israeli officials have repeatedly said that no progress had been made in negotiations and that there is no indication that Hamas moves its position.

Qatari Prime Minister Mohammed Bin Abdulrahman al-Thani said that the talks had reached a dead end, the Media line reported.
“One side is looking for a complete agreement for Gaza, while the other insists on a partial agreement. We have not been able to fill the gap,” said Al-Tohani, citing irreconcilable differences. He blamed the “irresponsible and aggressive behavior” of Israel for having undermined the negotiations, referring to the extended campaign of the Israeli army in Gaza after the release of Edan Alexander.
Al-Thani added that Qatar has been attached to the negotiations between the two parties.
“We are determined, alongside our partners, to arrest war, to guarantee the release of the hostages and to end the suffering of Gaza civilians,” he said.
In a statement, the Family Forum hostage and disappeared said that it did not think that the government planned to bring the hostages home.
“No rotation will hide the simple truth-the Israeli government has no real plan to bring back the last hostages,” he said. “The majority of the public supports the return of all hostages, even at the cost of stopping fighting.
“Only the return of each of them at the same time will allow a process of rehabilitation and recovery for the country and the army. Hamas will not be defeated without bringing the last hostage.
“Until then, there will be no victory – not even the semblance of one.”
