Hamas negotiators report the desire to relieve the requirements that have been collapsed – those responsible

Hamas negotiators in Cairo this week reported a desire to withdraw requests that they made last month who led to the collapse of hostage talks in Doha, an Israeli official and a familiar Arab diplomat with the case told the Times of Israel on Friday.

The Arab mediators have transmitted development in Israel, but Jerusalem replied that it was not interested in another partial ceasefire and is only willing to give up plans to take over the city of Gaza if Hamas accepts all its requests for the implementation of the war, said the Israeli official.

These requests include the release of the 50 remaining hostages, the disarmament of Hamas and the demilitarization of the Gaza Strip.

But the gaps on these questions are very wide, in particular with regard to the disarmament of Hamas, the Arab mediators believing that it is a “poisoned pill” designed to explode the talks, because it will probably require intensive Israeli military operations in Gaza in order to verify that it is raising the Arab diplomat.

Instead, Arab mediators prefer a progressive approach to treat the weapons of Hamas, similar to the system in place in Lebanon. The Arab countries are willing to contribute to the troops to this effort provided that it is at the invitation of the Palestinian authority, said the diplomat.

But another of the conditions of Israel to put an end to the war is that the AP must be prohibited from any role of governance in Gaza, effectively preventing the Arab initiative from advancing.

Despite the opposition of Jerusalem, the Egyptian and Qatari mediators plan to resume discussions with Hamas on Saturday in order to obtain the final approval of the terrorist group on a updated proposal which is much closer to that than the United States and Israel authorized last month.

Although this was characterized as a partial agreement, the Arab diplomat pointed out that he always had the potential to transform into a permanent ceasefire if the parties have successful negotiations during the envisaged break of 60 days. During this period of two months, 10 living hostages and 18 bodies will be released in exchange for a agreed number of Palestinian security prisoners.

The United States and Israel withdrew its DOHA negotiators last month due to the frustration concerning Hamas’ requests concerning the scope of the withdrawal of the Israeli army from Gaza, the humanitarian aid mechanisms that will be in place during the truce and the number of Palestinian security prisoners he demanded, said the Israeli official.

If Hamas gives its final approval of a softened proposal that descends from these requests in the coming days, the mediators will present it to Israel, forcing Prime Minister Benjamin Netanyahu to decide to withdraw from his statements that he will no longer accept partial transactions.

If he agrees to resume these claims, the parties will always have to hold another series of talks to agree on the Palestinian security prisoners to be released in the agreement, said the Arab diplomat.

The Israeli official said that the security establishment would likely urged the political management to conclude the agreement, as it will guarantee the release of at least 10 living hostages, while the management of Gaza City will risk the life of some of these captives, without guarantee that the military pressure will lead Hamas to capitulate.

Netanyahu is currently considering Hamas buying time by expressing its interest in mediators in a partial agreement when it is not really serious and that only military pressure will guarantee the release of all remaining hostages, added the Israeli official.

Meanwhile, Channel 12 reported that Netanyahu had received a “dramatic” document from which the network qualified as a “professional” source involved in the negotiations, expressing by the writing of the Hamas will to conclude a partial agreement after the terrorist group has long insisted that it would only publish additional hostages in exchange for an Israeli initial commitment for a permanent cessation.

While Hamas seemed to give up this request earlier this summer, its subsequent requests were rejected by Israel and the United States, which led to the collapse of talks.

The Arab diplomat argued that Israel had raised new requests in June in June on the scope of his withdrawal which led the talks to drag before the United States finally convinced Netanyahu to descend them. But at that time, Hamas returned with new requests and the opportunity window for an agreement was missed, said the diplomat.

The remaining captives held by terrorist organizations in Gaza include 49 of the 251 removed by terrorists led by Hamas on October 7, 2023. They include bodies of at least 28 dead confirmed by Israeli defense forces. Twenty are supposed to be alive and there are serious concerns for the well-being of two others, said Israeli officials. Hamas also holds the body of a tsahal soldier killed in Gaza in 2014.
