Gavin Newsom offers to reduce health care services for undocumented immigrants

On Wednesday, California Governor Gavin Newsom will unveil a budgetary plan that will reduce the benefits of health care for undocumented immigrants, said his office.

The proposed plan, which, according to Newsom’s office, would help balance the state budget, would be a striking reversal of the promises of the Democratic Governor of Universal Health Care for all, including “all low -income adults” regardless of their immigration status.

“Despite federal financial uncertainty, Governor Newsom will announce an effort to continue to provide health insurance to undocumented Californians, but with new rules in place to reduce costs,” said Newsom spokesperson Izzy Gardon in an email.

This decision, which Newsom should announce during a budgetary presentation later Wednesday, comes when President Donald Trump’s administration announced that it would investigate other aid programs that California has offered to undocumented immigrants.

Information sheets on the proposal provided by the Newsom office have declared that it would freeze the registrations in its 2025-2026 budget for “undocumented adults” to receive the entire scope of the State Medicaid program, known as Medi-Cal. The Newsom office said that the changes would only apply to new candidates over 19, according to which existing registrants are not launched from their plans and that frost would not apply to people registered with limited plans, such as those who specifically cover emergency or pregnancy services. The frost would start in 2026.

The proposed changes also include a new monthly bonus of $ 100 for adults 19 and over with “unsatisfactory immigration status”. The Newsom office said that “refers to persons whose immigration status makes them unacceptable to Medicaid funded by the federal government, including persons with legal and undocumented status.” Additional premiums would begin in 2027.

The news sheets of the Newsom office also said that he should take “corrective measures” due to a shortfall of $ 16 billion in the state revenues that it has attributed “the fluctuations of the Trump pendulum on prices”, as well as the growing costs of higher registration in Medi-Cal.

The plan also occurs while the Republicans of the Congress advance a bill which would reduce the funding of Medicaid by 10% to the States which, like California, would offer health care to undocumented immigrants.

The expansion of Medi-Cal by Newsom cost much more than its administration. Earlier this year, Newsom made consecutive loan requests to help finance the cost increase which was specifically the product of an increase in registrations for the programs offered by undocumented immigrants living in California.

The Newsom office said that the measures proposed in its budget, which should be approved by the state’s legislature controlled by Democrat, would allow the State to earn $ 5.4 billion by the budget year 2028-2029.

The proposals mark an important departure from the revolutionary plan of Newsom aimed at extending the health care provided by the government for all low -income adults, including immigrants living in the country illegally. These extensions have resulted in billions of dollars in recent years.

Newsom, widely considered as a potential competitor for the 2028 democratic presidential appointment, has nailed right on a series of notable political questions in recent months.
