BISMARCK, N.D. (AP) — Another winter storm is expected in parts of the United States in the coming days, including freezing winds in the Northern Plains and unusual snow and ice in the coastal region of the United States. Gulf.

In such cold conditions, frostbite can develop on exposed skin in 10 minutes or less, so people should don coats, hats and gloves and minimize time spent outdoors, said Connor Smith, a meteorologist at the National Weather Service in Bismarck.
Cold air will moderate as it moves south and east, but the central and eastern United States will still be cold with temperatures in the 50s to 60s on Monday until Tuesday, Chenard said. The Mid-Atlantic and Northeast will also see highs in the 20s and 20s, lows in the single digits and below zero degrees F (minus 18 C), and sub-zero wind chills.
“Cold weather will impact much of the country, especially the Rockies and the East,” Chenard said.
Unusual winter conditions of snow, sleet and freezing rain threaten Texas into northern Florida and the Carolinas, he said. Impacts are expected to begin in Texas Monday evening and spread to the Gulf Coast and Southeast Tuesday through Wednesday.
“This will be another relatively fast-moving storm, but likely to produce impactful winter weather in areas that don’t see it as often,” Chenard said.
Impacts along the coast could include sleet, freezing rain and ice accumulation on roads, and mostly snow and possibly sleet away from the coast, he said. The possibility of several inches of snow could likely disrupt travel in areas not accustomed to snow, he said.
Louisiana Governor Jeff Landry declared a state of emergency Saturday ahead of winter weather. He encouraged Louisianans to prepare and monitor the weather forecast.
As happened earlier this month, this last cold snap comes from a disruption of the polar vortex, the ring of cold air usually trapped around the North Pole.
Meanwhile, snow will move into parts of the Mid-Atlantic and Northeast, starting in the Mid-Atlantic on Sunday and spreading to New York and New England later in the day, Chenard said. The short burst of heavier snow could bring 2 inches (5 centimeters) to 8 inches (20 centimeters), Chenard said.
Winter weather is typical for the area and will bring accumulating and plowable snowfall, Chenard said. Motorists could face dangerous conditions in the East and some airports could experience problems, he said.
Forecasts of snow and freezing temperatures prompted Baltimore officials to cancel the annual Martin Luther King Jr. parade scheduled for Monday.
Mayor Brandon Scott said on X that it was a “difficult decision” made out of “an abundance of caution for the safety of our participants and spectators.”
The cancellation marks the second year in a row that the parade has been interrupted due to concerns about winter weather.
In Connecticut, Democratic Gov. Ned Lamont ordered the state’s cold weather protocol to go into effect, starting at 6 p.m. Sunday and lasting until noon Friday. This is when temperatures are expected to remain frigid throughout the day, while nighttime temperatures are expected to drop into the single digits or even below freezing.
When activated, the state’s cold weather protocol allows state agencies and municipalities to coordinate with homeless shelters and a 24-hour community services hotline to to ensure that everyone in need can benefit from outside shelter, including transportation to shelters.
