Memorandum for the Secretary of Defense The Secretary of Internal Security
Subject: expanding of the migrant operations center at the Guantanamo Bay naval station with full capacity
I direct by this defense secretary and the interior security secretary to take all appropriate measures to extend the migrant operations center at the Guantanamo Bay naval station to full capacity to provide additional detention space for High priority criminal foreigners illegally present in the United States, and meet the needs for the application of immigration of participants identified by the Ministry of Defense and the Ministry of Internal Security.
This memorandum is published to stop the invasion of the borders, to dismantle criminal cartels and to restore national sovereignty.
This memorandum is not intended to create and create a right or an advantage, substantial or procedural, enforceable in law or equity by a party against the United States, its departments, agencies or entities, its officers, employees or agents, or any other person.
