All of Italy has been declared red zone only 48 hours after the severe restrictions were imposed on the capital of Lombardy. Countries like Spain, Belgium and France would follow a few days later, and at the end of the month, all European countries – and, in fact, a large part of the world – had set up quarantine rules.
Maran said that because of being one of the first cities to be subjected to locking, Milan was among the first to start working on “a progressive and post -payic reopening” – an ambitious plan that redesigned the urban landscape to prioritize access to public spaces.
“Our strategy had the reconquest of public space to his heart,” he said, stressing that the outdoors was “the safest space from the point of view of the contagion”. But, he added, the city’s approach aimed to make the most of the “extraordinary opportunities” provided by a locking which was, at the time, to keep everyone at home.

The city tactics Strave Aperte Urban planning plan has capped the speed limits on the roads 30 kilometers per hour, expanded the sidewalks and given the installation of temporary cycle paths at low cost throughout the city. And Milan’s approach to The Nuova Normità – “The New Normal” – quickly became an example for other cities across Europe.
In Brussels, the authorities also deployed temporary cycle infrastructure and set speed limits of 20 kilometers per hour in the Pentagon area – the area surrounded by the interior road in the city – where pedestrians and bikers have priority. Meanwhile, the mayor of Paris, Anne Hidalgo, moved to make the pandemic terraces permanent and put the model of the city of Carlos Moreno de Carlos Moreno de Colombia in the heart of her successful re -election campaign.
