East Village Block will obtain a “green route” of $ 3.8 million in Lane – San Diego Union -Tribune parking space

San Diego replaces the parking lane on the east side of the 14th Street, between Market Street and Island Street, with a kind of mini-note as part of a larger and longer thrust to make the streets of the city center more pleasant to cross.

The construction of the $ 3.8 million project, known as 14th Street Greenway Block 2, began on March 10, and will see the oriental sidewalk of the 14 -foot extended block at the expense of three parking spaces and commercial and passenger loading areas.

The more spacious sidewalk will create a space for a row of trees, family equipment and a rocking bench. The project will also present Ramps and pedestrian infrastructure of ADA to treat rainwater.

The start of the Greenway project follows four years, the start of the initial conversion project, Asphalt-to-Walkway on 14th Street, a house pâté north between G Street and Market Street.

The market greenway on the island was made possible by an allowance at the end of February 2.4 million dollars from a specific fund in the city center reserved for improvements in the park and infrastructure. On February 25, the municipal council of San Diego voted unanimously in favor of the allowance and a remuneration agreement with Civic San Diego for non -profit, which oversees construction. The article appeared on the agenda of consent, which means that the members of the council approved the request collectively, without presentation of the staff or general discussion, as well as several other elements of the agenda of consent.

“(The Greenway) provides an essential link in the global of the city center of Greenway Streets, connecting passive and active recreational spaces through a complete network of pedestrian-oriented streets,” said council Stephen Whitburn, which represents the city center, during the meeting. “These spaces are an innovative invitation so that people come from the city center to discover the American outdoor city center. Families can explore the many parks and cultural museums and attractions in downtown San Diego through a fun and interactive experience, Block by Block Linear Park. ”

The second greenway is part of the current effort in the city-as envisaged by the mobility plan in downtown San Diego and the master plan of the 14th Street Promenade-to convert the underused public right on six streets of the city center into pedestrian walks that connect people to the largest parks, water and adjacent districts.

The first greenway, built at a cost of $ 2 million, is passive in nature with a decompressed granite path, landscaping and artifacts of industrial machines. This especially goes unnoticed by passers -by and seems to fail the city’s vision of an urban oasis.

The second green route, which acts as the linear parking link with the fault line of Faille to its south, is the product of the lessons learned from the first block and should help to give life to the global vision, said Brian Schoenfisch, deputy director of the division of urban innovation of San Diego.

“You have to look at the system as a whole. (The first block) was isolated because there was not yet a park built next to it,” said Schoenfisch, referring to the East Village Green Park which opens before the end of the year. “This second block will be much more active, but it will also be built while East Village Green is finished), then you now have two anchors at the end of this segment of the greenway. So there should be much more activation and use, because now you have destinations that people are going.”

The second greenway has its own little attractions that the town planner hopes that families will explore when they travel between the largest anchor parks. The enlarged sidewalk will include, for example, a chess table, a game tray of four rows, a wheel that runs with images, dance caryas on which children can jump to make music and a rocking bench.

The cost of the $ 3.8 million project includes $ 2.3 million for construction work and $ 306,350 for the administration of Civic San Diego. The time of the city staff and the emergency costs explain the rest of the budget. The cost to extend the sidewalk and add the rainwater infrastructure is the most expensive parts of the project, said Schoenfisch.

San Diego uses $ 2.4 million in its city center bonus fund and $ 1.4 million in subsidies previously allocated to pay the project, which is pending since the design and permit in terms of 2021.

With the large-scale incitement program, downtown developers can pay to increase the density of their projects, and funds are reserved for downtown parks and infrastructure. The fund was also used to fill a financing gap for East Village Green, while the park’s budget reached $ 80 million in 2022.

The greenway of the 14th Street also includes two blocks further south – one between K Street and L Street and one between Imperial Avenue and Commercial Street – which were completed by private developers. These parts of the Greenway network are less park type. They consist of two parallel sidewalks, separated by landscaping or the benches.
