Firefighters found the car’s sunroof open, with two dogs inside which they described as “wrapped in plastic”

ST. LOUIS – Rachele Bishop recorded video of a woman keeping two dogs tied with duct tape in her car at the Planet Fitness parking lot off Chippewa in southern St. Louis. Bishop did not want to go on camera on Monday, but shared the statement she sent to animal control.

Wade saw the video posted to one of his animal Facebook groups.

According to Bishop’s statement, the woman claimed that she taped the dogs because they bit themselves and to keep them from barking. Once the animal control supervisor arrived, he spoke to the woman for a while and ended up letting her go with the dogs.
