The Information Systems Defense Agency loses almost 10% of its civilian workers due on the delayed and early retirement program, While the Ministry of Defense is continuing its efforts to reduce the size of its civil labor, said the director of the agency today.

Lieutenant-general of the army, Paul Stanton, who heads the agency and is the commander of the headquarters of the joint force of the information network of the Ministry of Defense, said Reduction of the workforce gives Disa “the opportunity to reall ruthlessly and to optimize how we approach what is an evolving mission”.

“Things like the multipartite environment and initiatives like Dodnet lead our workforce to play roles that they did not have before. And therefore we make a realignment”, ” Stanton told the Senate armed services committee.

Stanton said the agency would ask the Ministry of Defense what it calls “surgical rehabilitation” in order to bring personnel with the right skills to fulfill the essential roles to the agency’s mission and the evolutionary needs.

“We have to hire the right people in the right position,” he said.

Civilians represent more than a third of the enrollment of 20,000 people from the agency, totaling around 6,800 employees.

The Ministry of Defense lost around 21,000 against the Delayed Resignation Program and the first pensions offered by the Personnel Management Office earlier this year. TThe accommodation left more after the second round of the delayed resignation program that the Ministry of Defense offered directly to its civilian workers in April.

According to heads of service staffThe Air Force loses approximately 12,000 civilian employees and the navy provides for a 10% reduction in its civil workforce. In addition, approximately 16,000 civilian army workers asked for the delayed resignation program and the Marine Corps is preparing to lose around 1,600 workers.

The head of space operations of Space Force, General, Chance Saltzman, told the Senate Armed Service Committee that the service faces a 14% reduction in his civil workforce.

“We understand the desire to reduce civil workforce. This is just a little disproportionate impact on space force,” Saltzman told legislators on Tuesday.

The Ministry of Defense aims to reduce between 5% and 8% of its 900,000 civilian workforce, which could have an impact up to 70,000 people.

Jeff Marshall, DISA accommodation and calculation director, told journalists earlier this month that the agency is already Turn to automation and artificial intelligence to compensate for the impact of labor reductions.

“Yes, we have to abandon people to DRP and to the voluntary retirement authority. What do we do in the meantime? We look at how we become more effective. What can we better automate? Where can we get efficiency gains? How can we use AI and ML to do this with fewer people and faster?” Said Marshall.

Stanton said Disa sought to hire data analysts, data engineers and data scientists. The agency is also looking for people who include routing on large -scale networks, especially those who can safely configure routers.

“We need people who are also very willing to dive into new cybersecurity tools and implement them,” said Stanton. “When we establish a defense, our intention is to win and maintain contact with the opponent. Thus, people who understand the analysis of the host and the analysis of the network from the point of view of cybersecurity are also at the top of our list. ”

The freezing of the Department of Defense has been in place since March. The White House recently extended the freeze on hiring civilian employees until July 15.
