A woman named by the Department of Children and Family Services of the County of Los Angeles to supervise the visits between a mother in difficulty and her baby had history to whip her three daughters with belt loops, to drug them with sleeping pills and to feed them only water and apples, according to a complaint filed with the county.
The County Child Protection Agency approved the 30 -year -old secret Daniel to act as a supervised visits between Jessica Darkard, who was struggling with drug addiction, and his 17 -month -old son Justin Bulley.
The baby overwhelmed fentanyl on February 18, 2024, on Daniel’s watch, after his grandfather, Jessie Darkard, smoked fentanyl on the sofa next to him, then fell asleep, according to the prosecutors.
Darkard and his father were accused of murder, and Daniel was accused of child abuse as part of Justin’s death.
Time investigation Last year found that the child protection agency had approved Daniel to supervise visits, ignoring that she was a friend close to the baby of the baby and lived with her in a Lancaster house where drug use was endemic. Justin and his two older siblings lived in a different house with a mother with a host family.
The shared residence of women was one of the many flagrant warning signs that social workers missed when they allowed Daniel to be the instructor, according to the March 21 complaint, a precursor of what Daniel’s parents said they were a trial of $ 75 million against the county. The prosecution will be deposited on behalf of the three girls, aged 3, 8 and 10 years old.
Julie Fileto, the paternal grandmother of Daniel’s girls, said that the girls “had a lot of scars on their bodies – bruises on their face” and that the two mothers “would throw them outside in the middle of the night, close the doors”.
“They have nightmares at night,” said Fileto, who described children as deeply traumatized.

The three girls lived in the home of Lancaster where Justin visited his mother, according to the family, who announced on Thursday a legal action during a press conference. Daniel’s 10 year old girl was often the one who took care of him during these visits, according to the family.
Daniel’s lawyer refused to comment.
When Fileto got custody of her three grandchildren last year, she said they were so malnutric that their bones were showed. She had not seen them since Daniel fell pregnant with the youngest in the spring of 2021.
After working with a therapist, the children slowly started talking about mistreatment when they developed more comfortable in their new house, playing softball and returning to school after a lack of several years, said Fileto.
Some of the alleged abuses took place while Daniel was supposed to serve as a neutral instructor for visits punishable by the Darkard DCFS with his son. DCFS had withdrawn the other two children from Justin and Darkard from his guard after his boyfriend fatally shaded on the fentanyl while the children were at home. The withdrawal has followed at least three other DCFS surveys on Darkard in the last decade. Some half before Justin’s death, she crashed while driving in a state of drunkenness with him on the rear seat, unclogged.
When the social workers of the DCFS came to Lancaster’s home, apparently to check how Darkard’s supervised tours were taking place, the children said, the children were invited to hide.
“DCFS approved an abusive mother to monitor an abusive mother,” said Brian Claypool, lawyer for Daniel’s three children. “It’s almost like putting gas on a match.”
Claypool represented families whose relatives died in horrible cases of child abuse, notably Anthony Avalos, a 10 -year -old child who was murdered by his mother and boyfriend.
The lawyer also represents Justin’s father, Montises Bulley, in a Separate the trial of $ 65 million against the county. Bulley, a truck driver who had also lost custody of Justin, said that the county was carefree in the life of his son.

In addition to welcoming the Darthards of the murder of Justin, the prosecutors charged the mother of the boy with children’s abuse and the sexual assault of children. Daniel was accused of child abuse.
The allegations of serious abuse against Daniel deepen the questions about how the social workers of the DCFS decide which should be responsible for the supervision of visits between vulnerable children and parents in difficulty. The court can appoint an independent observer to monitor visits, but parents can also sometimes choose family and parents friends.
DCFS said in a statement that it was “our sincere hope that all the people affected by this tragedy find healing in advance.” A spokesperson for the DCFS directed the Times towards the ministry’s policy on supervised visits, which has not stimulated if an instructor can live with a parent, but there should not be “no conflict of interest”.
Claypool argued in an interview that the abuse at home should have been well known to social workers, who were to make routine visits to Darkard’s home, who, according to him, was sadly famous in the district for drugs.
According to the complaint, DCFS was investigating whether Daniel abused or neglected his own children when social workers approved it as a monitor for Darkard children. DCFS refused to comment if he had an open affair against Daniel on the death of Justin.
The complaint also alleges that Daniel sold food coupons for drugs, brought her daughters with sleeping pills and alcohol at night and expelled them from the house in the middle of the night, forcing them to travel the streets to find a place to sleep. Daniel looked at his two older daughters being attacked by Darkard, and the two mothers encouraged the two older girls to look at porn with them, according to the affirmation.
“What we see here are massive colossal red flags in all directions,” said Claypool. “Why was it considered an instructor will make no sense.”
