China plans to impose controls on exports of aircraft and aerospace equipment

On Thursday, May 30, China’s Ministry of Commerce announced that it would restrict exports of aviation and aerospace equipment and technology from July 1.

A notice visible Thursday on the ministry’s website said the move aims to safeguard national security and interests and fulfill international obligations such as non-proliferation. Exports of products designated under the new rules will require export licenses.

The announcement was issued jointly with the General Administration of Customs of China and the Equipment Development Department of the Central Military Commission.

He said export controls would apply to aircraft and aerospace engines and structural parts, equipment, software and technology related to engine manufacturing. They will include tools, molds, fixtures and other processing equipment used to make certain materials such as “superplastic” bonded to titanium, aluminum and their alloys.

Beijing and Washington have decided to limit exports of products, technologies and equipment considered essential to national security. China has imposed sanctions on some U.S. aerospace and defense manufacturers in retaliation for arms sales to Taiwan, a self-governing island it claims as its territory.

The Commerce Department’s notice said the controls would also apply to technologies used in the development, manufacturing and use of equipment, including design drawings, process specifications, process parameters, processing procedures, simulation data, etc.

The overall impact of this decision is unclear. China exports engine parts and other aeronautical and space components. It also developed its jet engines. But it still depends on foreign suppliers for key parts of the planes it has started producing using its own technology and manufacturers.
