Sacramento, California – The Democrats of the California State legislature published a proposal for a new Congress card which could give their party up to five new seats.
It is a major step for the redistribution plans of Governor Governor Gavin Newsom and the climbing of the race between the two major parties as they seek to take additional American house seats in the mid-term elections next year.
Newsom said That he will call a special election of November 4, so that California voters can decide to adopt new districts. This election would bypass the state independent redistribution of the State.
Newsom maintains that California redesigned its Congress card – a process generally carried out at the start of a new decade – in response to the Republicans in Texas redrawing their own lines to take up to five other GOP seats. President Trump urged Texas Republicans to redo state districts to help the party.
“We have the opportunity to end the Trump presidency in less than 18 months. This is what is at stake,” said Newsom at a press conference earlier this month, referring to the check that a Democrat controlled American house could have in the White House.
California legislators plan to vote on the map offered on Thursday, August 21.
Now that the Democrats of California have published their proposal, the Democrats of Texas could Start getting home. They left the state for almost two weeks to refuse a quorum and prevent the Republicans from passing new voting districts. Back in Austin, the Democrats will not have the votes to prevent the newly drawn card from being adopted.
The proposal of the Democrats targets five republican representatives – Kevin Kiley, Doug Lamalfa, David Valadao, Darrell Issa and Ken Calvert – who are now facing the Bluer districts. Democrats currently control 43 of the 52 California seats.
Kiley presented a bill to prohibit the redistribution of mid-December and criticized Newsom for the lot of the California’s independent citizens.
“It is a moment for each Californian and each American decency, whatever his party affiliation, to denounce the abject corruption that our governor is trying,” said Kiley during a speech on the floor of the American house. Democratic representative Marc Veasey, who is among the targeted Democrats with the new Map of Texas Republicans, has introduced similar legislation.
Newsom argued that Californian Democrats were to “fight fire with fire”, arguing that his state’s proposal is in response to redistribution efforts in Texas.
“I appreciate that this member of the Congress wakes up to the reality of what happened in Texas,” said Newsom during a question of Kiley’s legislation recently. “I have not heard much about him regarding the condemnation of their efforts, but I am grateful to recognize the importance of a national framework.”
Newsom added that California’s proposal would have a trigger clause and only bring into force if Texas or another red state is advancing with its own redistribution plans.
“I recognize that I don’t like what’s going on in other states either,” Kiley said at a press conference this week. “I think that the redistribution of mid-December this year cascade through the country in a kind of domino effect will be a huge distraction and a very unhealthy thing for the representative government.”
If they are approved, the new districts of California would apply for the elections in 2026, 2028 and 2030, and the redistribution commission of citizens would take over the redistribution authority after the 2030 census. Voters approved the creation of a commission in 2008 for the legislative districts of the States and added Congress seats to the Commission Authority in 2010. Its 14 members include five Democrats, five Republicans and four not affiliated with one or the other party.
Jeanne Raya, a former democratic member of the commission, said that she was concerned about a lack of transparency in the redistribution plans of Newsom.
“Someone will draw cards, whether behind a real door, a virtual door,” said Raya. “There will not be this transparency which will be written in the work of the Independent Commission and the voters will suffer from it.”
A certain number of good government defense groups oppose Newsom’s proposal, arguing that he politicizes the redistribution process and favors the public by putting the touch of the Independent Commission.
In response to criticism, Newsom argued that the proposal was transparent because the voters will have the ultimate sage. The Plan of Texas will not be sent to voters.
“We are talking about emergency measures to respond to what’s going on in Texas and we will cancel what’s going on in Texas,” said Newsom at a press conference where he welcomed the Democrats in Texas. “We will take five seats with the consent of the people and this is the difference between the approach that we adopt and the approach (the republicans of Texas are).”
Other blue states, including New York and Illinoisenvisage their own series new rebouche, but face obstacles or offer democrats some collection opportunities. Republicans, in states like Ohio, Indiana, Florida and Missouri, are considered to have more potential seats.
