Biden expands chip controls to limit China’s global access to AI

NEW YORK/WASHINGTON — The Biden administration in its final days unveiled a new round of technology export restrictions aimed at preventing China from accessing advanced chips and some artificial intelligence technologies through third countries.

The rules, which must be implemented after a 120-day comment period unless the incoming Trump administration changes or removes them, classify export destinations into three categories: allies and partners; adversaries; and, the largest category, the others.
