As President Biden met with families of victims of the van attack in New Orleans, the White House announced more federal resources to protect the city ahead of the Super Bowl and Mardi Gras. As new barrier bollards were put in place, NBC News learned from the company that makes them that it can only guarantee cars will stop at a maximum speed of 10 mph. NBC News’ Jesse Kirsch reports.
