Freedom of expression is among the most expensive rights which we enjoy as Improves. This right, legally consecrated in our Constitution, distinguished us as a lighthouse of freedom in the world. Even if we take measures to reject censorship at home, we see disturbing cases of foreign governments and foreign officials who take over. In some cases, foreign officials have taken flagrant censorship measures against American technological companies and American citizens and residents when they have no power.
Today, I am announcing a new visa restriction policy that will apply to foreign nationals responsible for the censorship of protected expression in the United States. It is unacceptable that foreign officials emit or threaten arrest mandates against American citizens or American residents for publications on social networks on American platforms while being physically present on American soil. It is also unacceptable that foreign officials demand that American technological platforms adopt moderation policies of global content or engage in a censorship activity which reaches beyond their authority and in the United States. We will not tolerate encroachments on American sovereignty, especially when such encroachments undermine the exercise of our fundamental right to freedom of expression.
This visa restriction policy is under article 212 (a) (3) (c) (c) of the Immigration and Nationality Act, which authorizes the Secretary of State to make any stranger inadmissible, whose entry into the United States “would potentially seriously seriously have the consequences of foreign policy for the United States”. Some family members can also be covered by these restrictions.
