Following last week’s release, Android 16 QPR2 Beta 3.1 is rolling out as a fix for Pixel devices that failed to boot if “Enable desktop experience features” was enabled before installation.
On our Pixel 9a already running beta 3 and having no issues, it’s just a 2.64MB update. Last week Google pulled the OTA. Today’s release notes do not contain an updated entry for beta 3.1.
Google lists several options for devices that “took the beta 3 update, had… Settings > System > Developer options > ‘Enable desktop experience features’ enabled and fail to boot.

Beta 3 fixed many issues, but there is a bug with the loss of other lock screen clocks. Google will likely release a larger bugfix update in the coming weeks.
