Dublin – A taxi driver known for waiting outside the Santa Rita prison for people who have been released were arrested twice, for having pretended to be a woman and offered one trip to another, the authorities announced.
Gulagha Khalili, 64, was arrested on March 24, suspected of having raped a woman whom he met a few minutes after his release from prison the day before. A week after his arrest, Khalili would have returned to Dublin prison and would have urged a woman to make sexual “favors” for a trip, according to the authorities.
Khalili was not charged in both cases, pending more investigation, but the Sheriff employees of Alameda County watched him outside the prison. Investigators say he was a recognizable face of prison staff, known to wait outside the hall where men and women are released.
The investigators say that the two women arose and contacted the police, which led to Khalili’s arrest in both cases. In the first case, a woman told the police that she had entered Khalili’s taxi, believing that he was a member of the prison staff. She said he had offered him a tour of a nearby service station, where he revealed that he had marijuana, according to the authorities.
The authorities say that the woman has agreed to give Khalili oral sex for a walk, and they went to a hotel in Pleasanton. But when the woman opposed something that happened during their meeting, Khalili would have granted her by force, assaulted her sexually, then Viola, the woman would have told investigators.
During the meeting, Khalili said he could return the woman to prison if she made him angry, according to the authorities.
On March 24, Khalili was sentenced to Santa Rita prison, suspected of rape and forced oral copulation, according to the files. He was released after the prosecutors told the Pleasanton police to do more investigative work.
Then, on April 1, another woman who had just been released from prison returned to the hall to report Khalili. She would have told investigators that when she told her that she had told her that he could not pay for a trip, he said to her: “Other girls did it”, and when she asked for clarification, he said to her: “You know, the favors”. She took this to signify that he asked for sex and fled to the closest law enforcement agent, the authorities said.
Based on the identification by Khalili’s wife, the police obtained a mandate to arrest him. They found it on April 15, once again parked outside the prison, according to the judicial archives.
Khalili was again released from prison. The Sheriff’s Bureau of the county of Alameda and the Pleasanton police continue their investigations.
