“Around 40 different apps have been created gradually by the Election Commission over the years,” Kumar said at a conference in New Delhi, where he announced the schedule for the Bihar elections, which includes voting on November 6 and 11 and counting on November 14.
“So, to combine them in one place, because every voter or stakeholder cannot download all 40 different apps, we have targeted ECINET – the mother of all apps. Almost all apps and services have now been combined into the app. And its phased implementation as a ‘one digital platform’ will start from the Bihar elections,” he added.
Many different services, such as information on voter turnout, a voter helpline, election planning, voter services as well as voting results, will be combined in the app.

Many important services, such as real-time voter turnout updates, will be available on the app. Presiding officers will now upload turnout data to the ECINET app every two hours on polling day to reduce the delay in updating approximate poll trends, according to the Electoral Commission.
The digital sheets and reports will also be made available on the application after a few days on the application and on the website of the Electoral Commission.
ECINET will also contribute to the resolution of voters’ grievances. All contact details, including those of booth level agents (BLOs), will be available on the app.
The supposedly ‘user-friendly’ app will now combine various services and applications such as Voter Helpline App, Voter Turnout App, cVIGIL, Suvidha 2.0, ESMS, Saksham and KYC App (Know Your Candidate), which together have over 5.5 crore downloads, will now be available on a single platform.

The Commission, in a statement issued on May 4, 2025, said that the data provided through ECINET will be strictly aligned with the legal framework laid down under the Representation of the People Act, 1950, 1951, Registration of Electoral Rules, 1960, Conduct of Elections Rules, 1961 and the instructions issued by the ECI from time to time.
